Region of Sicily, Opposition to Draghi: Remove Musumeci and Ars

Opposition groups to the Sicilian Assembly, including the Democratic Party, the 5 Stelle Movement and Claudio Fava, wrote to Prime Minister Mario Draghi to ask “to assess the beginning of the process of removing the President of the Region and the dissolution of ‘Ars by acts contrary to the Constitution under art. 126 “of the Charter. “As of today, the board led by Musumeci – they write in the letter – sent the ARS the budget proposal for the 2022/2024 financial year without an essential prerequisite: that is, the mandatory prior opinion of the Supervisory Board”. The Region of Sicily is in a provisional exercise until April 30 and for the opposition “there are no longer conditions for the Region of Sicily to approve the budget until the end of the provisional exercise, with consequent very serious violation of the Statute and the Constitution”.

The letter to Draghi

The letter was also sent for information to the ministers of regional affairs and autonomies and of economy and finance. “If the College’s opinion is negative, the regional council can follow two paths: either comply with the opinion by modifying the accounting document, or justify the reasons why it believes it will not make adjustments. In both cases – the letter sent to Palazzo Chigi reads yes – at the time the draft law was sent to the ARS, the opinion must have already been expressed. the draft budget law – denounce the opposition deputies – sent to the ARS is not accompanied by the opinion of the Supervisory Board, therefore it foresees the violation of the rules of execution of the Statute but, above all, the impossibility of reaching the approval of the 2022/ 2024 in the peremptory terms of April 30″.

As stated in the letter, “even regardless of the deadline for the Supervisory Board to issue a decision, the same procedure dictated by Ars’s internal regulations for the budget session is used, which – the letter continues – does not allow contracting the examination times and discussion of the financial documents first by the legislative committees and then by the Chamber. The conditions for the Region of Sicily to approve the budget by the end of the provisional year are no longer in place, with consequent serious violation of the Statute and the Constitution”.
